► I'm filing a delayed payment claim under Section 18, MSMED Act 2006, but the ODR portal (https://odr.msme.gov.in) rejects my registration with: "Udyam record does not match with ODR record." Bangalore Urban MSEFC refuses to accept the hard copy, claiming they won't act on it without online filing and even if we send them via registered post . Does anyone have: Government circulars mandating hard copy acceptance when portal is down? Solutions to the Udyam-ODR mismatch error? SC/HC orders on this?

Dear Sir,

 

Send a single packet by registered post / speed post (with AD) to the MSEFC bench address (Bengaluru Urban) and also email the same documents to the MSEFC email + policy-division[at]dcmsme[dot]gov[dot]in and to the ODR helpdesk. Make sure the envelope and email contain:

Covering letter stating you attempted online filing on [date/time] and attaching screenshot(s) of the portal error. (Use the template below.)

Hard copy of the Section-18 application (petition) with exhibits and court fee (where applicable) — identical to what you would have uploaded. Include one set marked “For Registry / Record.”

Copy of updated Udyam certificate (pdf printout) and printout of the ODR error.

Proof of attempted filing — screenshots, portal error message, and sequence of steps used.

A request for written acknowledgment ask the MSEFC to “please acknowledge receipt and confirm acceptance/registration of this application in physical mode under the MSMED Act pending resolution of the portal error.”
