In this situation your main issue is the name mismatch of your mother between the property document and her identity proof, while utility records exist in both versions of the name. Since the property was originally registered in the year 1986, this type of discrepancy is quite commonly seen. The legal solution for this would be to establish an Affidavit stating that both names belong to the same person. After preparing the Affidavit from an advocate, it is advisable to publish a name clarification advertisement in two newspapers and attach the documents when registering the gift deed.
