Your family having lived in Punjab since 1982, owning property in Punjab, and you having been born in Punjab does not in itself make you eligible for getting a Scheduled Caste certificate in Punjab. Under Article 341 of the Constitution and the Constitution (Scheduled Castes) Order, 1950, Scheduled Caste status is specified in relation to particular States. The Supreme Court has consistently held that a person recognised as a Scheduled Caste in one State does not automatically acquire Scheduled Caste status for reservation and other State-specific benefits merely by migrating to another State, even where the same caste is recognised in both States.
However, the use of the surname “Verma” by itself should not be treated as conclusive proof that you do not belong to the claimed caste. Caste verification is ordinarily based on documentary evidence and other prescribed verification procedures.
Further, a Municipal Councillor is not generally the competent authority for issuing Scheduled Caste certificates in Punjab. Punjab Government materials identify authorities such as the Deputy Commissioner, Sub-Divisional Magistrate, Executive Magistrate and Tehsildar among the competent authorities.
You should therefore submit an application through the prescribed Punjab process and provide available evidence of your family’s caste, such as your parents’ or siblings’ caste records, school records, service records, or other relevant documents. If the application is rejected, request the rejection and reasons in writing and consider approaching the appropriate appellate/grievance authority or obtaining legal advice regarding the available remedy.

Municipal Councillor Has No Final Authority: A Municipal Councillor does not issue caste certificates; their role is limited to local identity verification or recommendation. The statutory issuing authority is the Sub-Divisional Magistrate (SDM).
Surname is Irrelevant: Using "Verma" does not disqualify your Scheduled Caste status. Caste is determined by birth/lineage, not by surname.
Because your community (Chamar) is recognized as SC in both Uttar Pradesh and Punjab, the revenue authority SDM in Punjab must issue you a migrant SC certificate based on your father's lineage and your birth/residence in Punjab since 1982.
