The executive machinery of the state cannot unilaterally deduct sum from your mothers bank account. Further, such deduction is needed after appropriate approval and sanction of the concerned bank.

What you need to do

Send a legal representation to both the bank and police officials asking them the whereabouts of the case. They will definitely not reply. But you need to send this as a pre-requisite measure.

After that you can directly file two writ petitions before the Hon'ble High Court against the Bank and Police for not following protocols and can also claim for exorbitant damages.

Police cannot directly deduct money from your bank account without a court order or formal FIR for freezing of account. Immediately contact the bank for formal notice or order under which your account is frozen and the police station where the complaint was registered. You can visit the police station and get all the details there.

If police do not issue any NOC (No Objection Certificate) for defreezing of your bank account, you can file a case in court and obtain NOC from court.
