Subject to terms of agreement or service agreements, if the same provide penalty clause then you are legally bound to pay the penalty in terms of agreement. Such agreement and bonds are valid in law.

Send a legal notice through an advocate demanding return of documents. If they don’t respond within 15 days of the receipt of legal notice, you can file a FIR for “Criminal Breach of Trust” for illegally retaining your document.
