VDA not giving the physical possession of plot

► I have appeared in VDA land auction and in this process VDA awarded a plot after free hold registry in 2009, and given the kabja letter in VDA office in 2010 when I reached on site some other party created dispute and VDA ask me to halt the construction orally, After many years VDA orally told me after multiple fallowup they always they will sort the dispute and not confirm any legal suite on this plot in next 5-6 Years. In 2016, I have registered the complaint in jansunwai Portal in which VDA confirm in jansunwai portal that in a Civil Suit case 323/2009 a stay order is effective on this plot.
I have given multiple multiple written complaints after 2016 but I got the same reply that due to stay order they can't give us possession of plot,
First time in 2025 they are saying that they can only return the Simple interest + Registry Amount of the plot that is given in 2009 at the time of registry
While I requires a alternative plot in same colony with interest form 2009 on registry amount paid and compensation of mental and physical agony
What is the legal right in this case in High court according to authority act or RERA act and another question that 2009 sold plot by VDA complaint can be registered in RERA.

Prayers:
Mandamus directing VDA to:
Hand over vacant physical possession, OR
Allot alternative plot of same size & locality
Interest on deposited amount from 2009 till date
Compensation for mental agony & harassment
Costs
Inquiry into illegal auction of disputed land
