Lodge a complaint in the nearest police station using “ZERO FIR” platform and then the Police will transfer it to the respective police station.
You have to give application to local police station and approach them to file FIR against him.
Section 354 of IPC Whoever assaults or uses criminal force to any woman, intending to outrage or knowing it to be likely that he will there by outrage her modesty is punishable so register FIR against him or file private complaint in the majistrate court

Things which need to be assessed first
- How was the amount paid ?
- Have you taken any steps as against the sexual encounter ?
We need to send him a legal notice for the money recovery process and thereafter file a suit. In case you have taken steps for sexual violence we need to pursue that as well.
A case can also be filed against him for using you with the false promise to marry.
