As because the sum involved in less, only Rs. 30,000/-. I would prefer you to file a criminal case of cheating, fraud, criminal breach of trust. This shall threaten him a bit and he shall succumb and offer full payment / part payment. The criminal remedy is less costly and speedy as compared to a civil suit which may prolong.
