Can it consider as dual emploment?
Can railway asks that your pf is still active and get relieving letter?
Can I inform railway that I was a passed out from btech not employed ?

Initially submission of your resignation letter with the cutoff date for relieving should be mentioned and obtain acknowledgment. Getting proper relieving letter is advisable, however if you do not get the relieving letter then get the labour dept involved for proper relieving
